1. Product subject to the investigation

Description Hot-dipped galvanized steel wire
Type and model Wire of iron or non-alloy steel plated or coated with zinc, which is classified under subheading 7217.20 of the Harmonized Commodity Description and Coding System, containing by weight less than 0.25 percent of carbon of the maximum cross sectional dimension exceeding 1.5 mm (excluding electroplated or flat wire (the shape of cross-section is flat)) and wire of other alloy steel plated or coated with zinc, containing by weight 0.0008 percent or more and 0.007 percent or less of boron, less than basis of other elements listed in Note 1(f) to Chapter 72 of the Harmonized Commodity Description and Coding System, which is classified under subheading 7229.90 of the Harmonized Commodity Description and Coding System, containing by weight less than 0.25 percent of carbon of the maximum cross sectional dimension exceeding 1.5 mm (excluding electroplated or flat wire (the shape of cross-section is flat)) (the wire of other ally steel is hereinafter referred to as “Hot-dipped galvanized steel wire containing a small amount of boron”).
Characteristics The product is made from the wire of iron or non-alloy steel or the wire of alloy steel through the process of drawing and galvanizing, and mainly used for wire netting (fences, falling stone guard fences, falling stone guard nets, gabions, crimped wire nets and hexagonal wire meshes) and various barbed wires. It is also used for the purpose of bonding including wires for pulp bonding.

 If those interested parties and industrial users who have not received Questionnaires and other documents within seven days from the date of the Notice of the Ministry of Finance (No. 125, 2022) want to show the intention of joining the investigation, please contact the Ministry of Finance (see below) with written evidence proving that you are the interested parties or industrial users within 14 days from the date of said Notice. The contact point is indicated in the bottom of this website. In addition, such interested parties and industrial users are required to fill in the above documents including Questionnaires and submit them to the Ministry of Finance by the respective deadline.

 If the interested parties do not respond to the Questionnaires, etc., by the due date without any justification, the investigating authorities will make a final determination vis-ŕ-vis such interested parties on the basis of the facts available in accordance with paragraph 8 of Article 6 of and Annex II to the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994, paragraph 4 of Article 10 of the Cabinet Order Relating to Anti-Dumping Duty (hereinafter “the Cabinet Order”) and 10 of the Guidelines for Procedures relating to Anti-dumping Duty.

B. Procedures for presenting evidence, etc., regarding the product subject to the investigation

 Parties concerned listed in the right column of the table below are allowed to perform procedures shown in the left column of the respective row, including presenting evidence, etc., regarding the product subject to the investigation (limited to Hot-dipped galvanized steel wire containing a small amount of boron) as well as reply to Questionnaires explained in the above 3.A.
 If they want to perform the procedures, please address the respective documents to the Minister of Finance and submit them to the “Address for submission” below by the respective deadline referred in the middle column of the table below.
